The good people over at World of Raids are reporting a subtle unannounced change on the PTRs to melee haste rating, one of the new stats added in TBC:

Live: 10.5 haste rating for 1% haste
PTR: 15.7 haste rating for 1% haste

While this may not entirely be intentional, it is not uncommon for new stats to be balanced prior to going live, especially as only recently have drops with melee haste (primarily in Black Temple and Hyjal) been entering the game.

At the same time, it seems that spell haste rating has been lowered:

...the required amount of spell haste rating for 1% spell haste has been lowered from 21 to 15.7.

This change, combined with the windfury hotfix, suggests that major changes in the output of melee dps are coming. Considering the recent changes to glancing blows, it's hard to say how the devs feel about the state of melee dps class at the moment.
