The reduction in cooldown and duration of the rogue ability blind on the PTR was revoked earlier today as Nethaera tells us. Popular PVP rogue Ming seems relatively unconcerned about the reversion in his post:

As mentioned in yesterday's article, blind being 1 minute cooldown and cost no reagent will be a significant buff for rogues in world PVP and BG play, however it will do very little for high level play. We will still be the very worst class in 1v1 against players that matter. We will still be bottom tier for 5v5. We will be a little better in 2v2 and 3v3 depend on the match-ups. However, the complaints about every rogue spamming blind whenever the cooldown is up will effectively stop Blizzard from giving us a REAL buff that truly matters.
