I got a stupid little rogue (noob) i haven't been working with a lot. So I'm wondering, how high of a lockpicking lvl do you have to be to start...well...picking locks? i have lockpicking, like, 45 i think.

Talk to the rogue trainers they will tell you where you can find chests to unlock.

Heres a fast little refresher on where to go:

Barrens (on pirate ship)
Stonetalon (near venture Co.)
Scarlet Mon Doors (East of UC)
Badlands Castle (where dwarfs are)

In that order otta get you pretty high...

You can also try shouting it out in chat in a main city that your opening lockboxes for free at location X.

It depends on your faction. For alliance you can work your lockpicking skill in Redridge Mountains at Alther Mill(this might not be the right name but it's something like this), I got my rogue's lockpicking skill to about 80 there. Once you reach 20+ you can head over to the Wetlands where you can picklock the humanoids which sometimes carry chests for you to unlock, or you can search around in the water and on the shore for some chests. I've also seens some chests drop from orcs in Arathi Highlands. That's about all I know for the Alliance. And for the horde, sadly I know nothing about where to get lockpicking skill up.

I think he is reffering to the sunken ships you can find in the water around the barrens, but I'm not sure.

There is a pirate ship you get sent to for the horde rogue lock picking quest. There is one big box and a bunch of little ones that keep reseting so you can grind your skill on them.

the friggin parrot is lvl 50 omgwtfbbqsauce!!!!!!! yes i know, feed it the parrot food la de da, but that thing is scary! *shudder*

I've found that the easiest/fastest way to practice this at level 62-64 is to pickpocket humanoid mobs. You'll get various kinds of lockboxes from them fairly frequently and if I'm picking the pockets of yellow-to-me mobs the boxes are a nice orange to my lockpicking skill of 320. I've no idea if this concept translates well for lower or higher levels, but it works great in the early 60s.

grab some breathing pots and go to desolace west coastline. jump in the water. there are lockboxes at the bottom you can open. after those turn green go to Tanaris east coast. there is a little island there with pirates and stuff. scattered among the pirates are lockboxes. this took me all the way to around 315. at that point go to Telredor in Zangarmarsh. go west and a little south and you come to some camps. there are wicker baskets there that will take you all the way to max level. keep in mind that you can only get a max lockpick skill of 5x your level. so if you are level 40 your max lp skill will be 200.
