To my understanding, the 40 disc talent to priests, Paon Suppression, only affects themselves. Is this actually true? can you put it on lets say a tank?

They changed it so you can cast it on others.

But it still has it's obvious retaliation-like graphics; where it screams most-literally 'purge-me!'

i like it for instances, that alone might make me want to spec dis for it

yeah at least now that its castable on others it has some use, but the fact that it can be purged is bs... i could see mass dispel getting rid of it... bottomline is that for pvp against any competent team its gonna get purged within the first second or two of using it.
