I Need A Good Arcane Power/Frost Mage Build!!!

I just joined WoW yesterday and am wondering how to get the best build out of Arcane Power w/ Frost.

I know theres prolly more posts about what i need in general, but i need someone to explain it to me Step by Step please!

at the very least come back when u hit level 10 because you don't get any talent points until then; second, just spec fire until level 40
